   the jounin still havent voted to approve of him and yes that is how hokage are put into office

   thats why in the episode where they choose him kakashi says ,”the jounin havent voted but danzo is still hokage for the time being ”

   also in the new manga 10/15 they state that danzo will no longer be qualified for the postion of hokage since he fled the six kage’s meeting

   it is my belief that they are going to offer kakashi the job of hokage but hes going to say that he’ll only be hokage until tsunade wakes up to retake her position
